One very helpful list was from David Way at Cornell. One rubric was from Lisa Davis at Western Texas A&M based on the Nursing literature.

National Assessment of Educational Programs (NAEP) just put out a report about a national assessment of the visual arts. This is for grade 8, but the assessments used might trigger some ideas for your committee.
