Sakai - https://sakai.rutgers.edu/portal/
Provides a set of tools for group discussions, on-line quizzes, calendars, course content, student management and communicating grades privately to each student over the web. Sakai integrates with the online roster system to automatically grant your students access to course materials that you put into your course web site. Sakai is supported centrally by OIRT and available to all faculty and instructors university-wide. The Center for Teaching Advancement and Assessment Research provides workshops and assistance in using Sakai. Sakai is the replacement for WebCT and course materials can be easily transferred from the old WebCT system to Sakai.
eCompanion - http://ecompanion.rutgers.edu/

RUCS offers a ready-to-use wiki on RCI <http://www.rci.rutgers.edu/webtools/tiki/> or you can use a simple do-it-yourself version on your own RCI account.
phpBB
A group discussion system that can be used independently of the more complex course management systems such as Sakai, eCompanion and Blackboard. phpBB is a tool that you install yourself into your own RCI account.
